Any person, firm, individual or corporation doing business within the city limits of the City of Russellville must first procure from the City Building Official's office a Business Permit Ordinance Number #1811.
For any persons wishing to develop in the City of Russellville the following flow chart has been developed to assist you in the City's process of review.
The following information is noted to assist construction compliance in accordance to codes specified. It is noted only as a guideline. All codes should be examined on their own merit as they apply:
- Master list of current codes adopted by the City of Russellville.
- Arkansas Fire Prevention Code 2002 Edition Volume I, II & III
- 1999 Arkansas Plumbing Code (APC)
- 1997 Arkansas Mechanical Code (AMC)
- 1996 National Electrical Code
- NFPA (as applicable)
- Building Permit Applicationshall be obtained prior to work on a building, structure, electrical, gas, mechanical or plumbing system from the building official's office.
- Inspection shall be requested at least 24 hours in advance for approval and/or correction inspection.
- Permit number and address shall be supplied when requesting inspections any time request is made.
- Structure shall be built as indicated by accepted plan.
- A copy of accepted plans and truss specifications shall be kept on site.
- Address shall be posted and maintained on each building site.
- Building material, waste, and trash shall be contained on each job site at all times and is the responsibility of the general contractor.
- The following inspections shall be requested as such time work has been done under permit and is ready for inspection:
- At no time shall any non-inspected work be covered until inspection(s) have been approved.
- Property pins with string lines shall indicate set-back requirements at time of footing inspections.
- Termite treatment shall be done by an Arkansas licensed agent; proof of treatment shall be supplied to building official (at time of inspection) and indicate the chemical name, % of mixture, gallons used, and signature of licensed representative.
- The area within the foundation walls shall have all vegetation topsoil and foreign material removed and all fill shall be free of vegetation and foreign material.
- Vapor barrier shall be provided under guard rails guard rails and consist of 6 mil minimum polyethylene and shall extend to each exterior wall with lap joints of not less than 6.
- Vapor barrier and mesh shall be in place with termite treatment documentation available at time of inspection.
- Landings shall be a minimum 3 by 3 on each side of an egress door.
- All sleeping rooms shall have at least one window for emergency egress or rescue. The opening shall not be less than 24 high and 20 wide net clear opening.
- All sleeping rooms above ground floor shall have at least one window for emergency egress or rescue. The opening shall not be less than 5.7 square feet.
- All required hand rails and guard rails shall be continuous the full length of the stairs and shall return or terminate in newel posts or safety terminals.
- Smoke detectors shall be installed outside of each separate sleeping area and shall be wired to building electrical system with battery back-up.
RESPONSIBILITIES
Contractors Responsibilities: It shall be the duty of every contractor who shall make contracts for the installation or repairs of building, structure, electrical, gas, mechanical, or plumbing systems, for which a permit is required, to comply with state or local rules and regulations concerning licensing which the applicable governing authority may have adopted.
NOTICE
Permits will expire if the work has not commenced within 180 days from the date permits were issued, or if the work is suspended, abandoned, or a substantial amount of work is not performed for a period of 180 days. Under certain conditions the building official may grant an extension provided a written request is made prior to the expiration of the permit in question.
Re-inspection fees may be assessed when the permit card is not properly posted on job site when the approved plans are not readily available to the inspector, for failure to provide access on the date for which inspection is requested or for deviating from plans requiring the approval of the building official.
It is the responsibility of the owner/general contractor to request all inspections, re-inspections, post and maintain permit card, maintain trash containment, protection of the health and safety of the construction workers and job site at all times.
No structure, addition, commercial, or residential shall be occupied by persons or property prior to Certificate of Occupancy (C.O.) has been granted in writing. A violation shall constitute termination of all utilities and removal all contents of structure prior to inspection of Certificate of Occupancy.
